The Law Society receives a complaint of professional misconduct for local lawyers and foreign lawyers registered with LSRA to practice foreign law in Singapore. If the Law Society receives a complaint against a lawyer for professional misconduct under subsection 85(1) of the Law Professions Act, Law Society Council is required to refer the complaint to the Chair of the Board of Inquiry (an independent body appointed by the Chief Justice) for review by a Review Committee. If a complaint concerns a foreign lawyer, a registered foreign lawyer intervenes at all stages of the disciplinary proceedings, with the exception of the 3-judge court. Ethics Council This is a new institution presided over by the Chief Justice and composed of representatives of the judiciary, the Bar Association and the Attorney General`s Office, responsible for reviewing and reformulating the rules of conduct for local and foreign lawyers. The Legal Services Regulatory Authority (“SASA”) was created on November 18, 2015 as a division of the Department of Justice. The LSRA performs the following key functions, previously performed by the Legal Professions Secretariat of the Office of the Attorney General and the Law Society: licensing or registration of all law firms; Defines the commercial criteria and licensing conditions applicable to the various structures of lawyers; Oversee law firms` compliance with business criteria and licensing conditions; Approves agreements for cooperation in Singapore`s legal practices involving foreign ownership, profit-sharing or competing partnership; and registers foreign lawyers and regulated non-practitioners.
